The history of assisted reproductive technology in China


Development of assisted reproductive technology in China and the related regulations:
1983: The Chinese mainland saw its first case of successful artificial insemination using frozen semen.
1988: The first Chinese test-tube baby was born.
February 2001: The former Ministry of Health issued Regulations on Assisted Reproductive Technology and Regulations on Human Sperm Banks.
May 2001: The former Ministry of Health issued Specifications for Assisted Reproductive Technology on Human, Basic Standards for Human Sperm Banks and Ethical Principles for the Implementation of Assisted Reproductive Technology on Humans.
2003: The former Ministry of Health published the revised edition of Specifications for Assisted Reproductive Technology on Humans, Basic Standards for Human Sperm Banks and Ethical Principles for the Implementation of Assisted Reproductive Technology on Humans.
2015: The former National Health and Family Planning Commission issued Guidelines and Plans for Deploying Assisted Reproductive Technology on Humans (2015 Edition), Further Regulations on Approving on Assisted Reproductive Technology on Humans and Human Sperm Banks and Opinions on Strengthening the Administration of Assisted Reproductive Technology on Humans and Human Sperm Banks. The last one was used to strengthen the supervision and monitoring of assisted reproductive technology.
2017: The former National Health and Family Planning Commission, along with several other departments, issued Notifications on Establishing a Long-term Mechanism to Investigate and Punish Illegal Acts of Assisted Reproductive Technology on Humans.
2019: The National Health Commission released Random Sampling Methods of the Assisted Reproductive Technology Application, which was aimed to promote self-regulation for related institutions and healthcare professionals.
Now: The National Health Commission is drafting Regulations on the Administration of Assisted Reproductive Technology (Draft).
