Finance: China needs to loosen controls on outbound investment

China needs to loosen controls on outbound investment and gradually make the yuan fully convertible, the chief currency regulator said in remarks published yesterday.

Hu Xiaolian, head of the State Administration of Foreign Exchange, said in an in-house meeting that China faced a tough challenge to achieve balance in its international payments.
