伊拉克特別法庭17日召開新聞發(fā)布會，對前總統(tǒng)薩達姆提出第一項指控，稱其在統(tǒng)治伊拉克期間犯下屠殺罪行。外電報道如下：The Iraqi Special
Tribunal has brought its first charges against Saddam Hussein for alleged crimes during his
reign, the tribunal announced Sunday.
The charges were announced by Judge Raed Juhi, chief investigative
judge of the tribunal. They are connected with a 1982 series of detentions
and executions after an assassination attempt on Saddam in Dujayl.
Charges against five other men were announced in February. The men will
not be tried individually.
Tribunal在此表示“特等法庭，裁判所”，此外還有“法官席，審判員席，制裁，公斷”之意，例如：the tribunal of public
opinion（輿論的公斷）；a military tribunal（軍事法庭）；arbitral tribunal（仲裁法庭）；stand
before the tribunal of public opinion（受到公眾輿論的制裁）等。
調查人員稱，薩達姆1982年在巴格達北部的杜杰勒村制造屠殺事件，殺死大量什葉派穆斯林，證據(jù)確鑿。從該事件入手對薩達姆進行審判，能增加薩達姆獲罪的可能性，是伊拉克特別法庭目前最佳的選擇。
