國(guó)務(wù)院總理李克強(qiáng)13日在第九屆東亞峰會(huì)上闡述了中國(guó)在南海問(wèn)題上的原則立場(chǎng)，強(qiáng)調(diào)了以“雙軌思路”處理南海問(wèn)題。

Speaking at the ASEAN Summit Thursday, Premier Li Keqiang said that China & ASEAN members have identified a dual-track approach for dealing with the South China Sea issue. They will work to agree upon a code of conduct in the South China Sea.

李克強(qiáng)總理周四在東亞峰會(huì)上表示，中國(guó)與東盟國(guó)家明確了處理南海問(wèn)題的“雙軌思路”，努力早日達(dá)成“南海行為準(zhǔn)則”。

“雙軌思路”即dual-track approach。李克強(qiáng)表示，處理南海問(wèn)題時(shí)，有關(guān)具體爭(zhēng)議應(yīng)由直接當(dāng)事國(guó)通過(guò)談判和協(xié)商解決（negotiations and consultations by countries directly concerned）。各方應(yīng)同意積極開(kāi)展磋商（actively carry out consultation），爭(zhēng)取在協(xié)商一致的基礎(chǔ)上（on the basis of consensus）早日達(dá)成“南海行為準(zhǔn)則（a code of conduct in the South China Sea）”，并已取得早期收獲（early harvest has been achieved）。中方倡議有關(guān)國(guó)家積極探討共同開(kāi)發(fā)（relevant countries actively explore joint development），有效管控分歧（management differences）。
