國(guó)務(wù)院新聞辦公室1月26日發(fā)表《中國(guó)的北極政策》白皮書(shū)，這是中國(guó)首次就北極政策發(fā)表白皮書(shū)。白皮書(shū)說(shuō)，中國(guó)愿依托北極航道的開(kāi)發(fā)利用，與各方共建“冰上絲綢之路”。

China's Belt and Road Initiative will bring opportunities for parties concerned to jointly build a "Polar Silk Road", and facilitate connectivity and sustainable economic and social development of the Arctic, said a whitepaper issued on Friday.
26日發(fā)表的白皮書(shū)表示，中國(guó)的“一帶一路”倡議將為有關(guān)各方帶來(lái)機(jī)遇，共建“冰上絲綢之路”，有利于北極地區(qū)的互聯(lián)互通以及可持續(xù)經(jīng)濟(jì)社會(huì)發(fā)展。

《中國(guó)的北極政策》白皮書(shū)（China's Arctic Policy whitepaper）共包括四個(gè)部分，分別為北極的形勢(shì)與變化（The Arctic Situation and Recent Changes）、中國(guó)與北極的關(guān)系（China and the Arctic）、中國(guó)的北極政策目標(biāo)和基本原則（China's Policy Goals and Basic Principles on the Arctic）、中國(guó)參與北極事務(wù)的主要政策主張（China's Policies and Positions on Participating in Arctic Affairs）。

白皮書(shū)說(shuō)：

北極資源豐富，但生態(tài)環(huán)境脆弱。中國(guó)倡導(dǎo)保護(hù)和合理利用北極，鼓勵(lì)企業(yè)利用自身的資金、技術(shù)和國(guó)內(nèi)市場(chǎng)優(yōu)勢(shì)，通過(guò)國(guó)際合作開(kāi)發(fā)利用北極資源。
The Arctic has abundant resources, but a fragile ecosystem. China advocates protection and rational use of the region and encourages its enterprises to engage in international cooperation on the exploration for and utilization of Arctic resources by making the best use of their advantages in capital, technology and domestic market.

中國(guó)鼓勵(lì)企業(yè)參與北極航道基礎(chǔ)設(shè)施建設(shè)，依法開(kāi)展商業(yè)試航，穩(wěn)步推進(jìn)北極航道的商業(yè)化利用和常態(tài)化運(yùn)行。
China encourages its enterprises to participate in the infrastructure construction for the Arctic shipping routes and conduct commercial trial voyages in accordance with the law to pave the way for their commercial and regularized operation.

據(jù)白皮書(shū)介紹，北極航道（the Arctic shipping routes）包括東北航道（the Northeast Passage）、西北航道（Northwest Passage）和中央航道（the Central Passage）。全球變暖使北極航道有望成為國(guó)際貿(mào)易的重要運(yùn)輸干線（important transport routes for international trade）。
