Policy Options on Bike-Sharing Drive(No.88, 2017)

Abstract: People are holding different views on whether the shared bikes have affected traffic, ways for the regulation of bike parking, and measures for the utilization of idle resources. This paper holds that if shared bikes can follow traffic rules and make orderly parking, then the occupation of side roads will not be a problem whereas the bike riders, the bike-sharing companies and the city government need to share and fulfill their respective responsibilities and obligations for the random misplacement of bikes. Viewing from the perspective of the entire industrial chain and product lifecycle management, bike-sharing can help reduce idle resources. It is suggested that the urban planning and management mode should be in line with the resumption of commuting on bikes and make appropriate allocation of spaces on side roads for bike parking. We need to be aware of the concept of a proper city development pattern and return the right-of-way to non-motor vehicles. We need to distinguish the responsibilities between bike users and bike-sharing companies to address the problem of random parking of shard bikes through comprehensive technical and economic means, proper urban planning and the improvement of citizens’ moral integrity. Based on the bike-sharing issue and in face of some new problems loomed up in the process of developing the economy in the new era, we need to enhance researches and make advanced studies on the solution of relevant problems, make adjustment to the provision of public products, and flesh out the institutional environment for innovative development.
