Development Trend of Cultural Consumption during the 14th Five-Year Plan Period: Policy Options (No.35, 2021)

Abstract: Since the 13th Five-Year Plan period, China’s total cultural consumption and residents’ cultural spending have kept growing, with an increasing level of cultural consumption. However, the growth rate of China’s cultural consumption is relatively low and the increase of cultural spending lags behind the growth of people’s income and consumption expenditure, and also falls far behind international cultural consumption. During the 14th Five-Year Plan period, China’s cultural consumption will usher in a booming period along with the improving purchasing power of Chinese residents. Cultural spending will mainly rest on urban areas, digital cultural consumption will play a leading role and the structure of cultural consumption will become further optimized. To drive new development of cultural consumption, efforts are needed to improve effective supplies of cultural consumer goods and services, focus on improving systems and mechanisms for developing cultural consumption products and scenarios, build key cities into international cultural consumption hubs, promote digital cultural consumption through technologies and call on people to develop rational cultural consumption psychology and behavior.
