Xiong'an supporting policies attract talent

As Xiong'an New Area in North China's Hebei province steadily develops, its expanding policy packages are attracting a growing number of professionals and entrepreneurs to pursue careers and innovation here.

Liu Kunxia, founder of Hebei Xiong'an Lanjing Environmental Technology Co, is one of them.

She moved from Beijing to Xiong'an in 2019, using her savings to start a company specializing in environmental consulting and impact assessments.

"The support is tangible — subsidies are directly granted," Liu said, quoted in a video report by Hebei Radio and Television Station. "There's convenient parking and a staff canteen, too," she said.

Over the past six years, Liu has witnessed the new area's transformation from blueprint to vibrant reality. She particularly values the "Xiongcai Card", a talent initiative that simplifies residency, healthcare, children's education, and other services.

"As soon as I got the card, I went straight to the police station for my household registration," she said.

The "Xiongcai Card" is part of the "Xiongcai 16 Measures", aimed at building a supportive ecosystem for talent.

According to Zhu Gexiu, an officer at Rongcheng County Government Service Center, their goal is to let businesses and entrepreneurs get all their paperwork done under one roof, minimizing delays and costs. The county is covered by Xiong'an.

Now, Liu proudly promotes Xiong'an to everyone. "Come to Xiong'an — you won't regret it. If you don't, you'll miss out on its great opportunities," she said.

High-level talent is also being drawn to cutting-edge sectors.

At the Xiong'an Guochuang Center, the Tianxun platform employs AI and unmanned systems to enhance urban management in fields like power inspection and environmental monitoring.

The platform welcomed Professor Zhu Pengfei in June, an AI expert and recipient of a national science fund for outstanding young scholars, to lead its low-altitude intelligence lab.

With centrally-administered State-owned enterprises such as China Huaneng Group and Sinochem Holdings relocating to Xiong'an recently, along with thousands of employees, the area is gaining more momentum as a hub for innovation and talent.

Zhang Baobao, an official from the Xiong'an Talent Development Service Center, emphasized that the area offers full support — from housing and subsidies to startup funding — ensuring talents can "settle down and pursue their dreams".
