Guangdong reaffirms easing process to boost innovation and entrepreneurship

South China's Guangdong province is committed to minimizing items requiring approval and filing, accelerating approval processes, optimizing services, and using government efficiency to coordinate, support, and promote the highly efficient operation of the market, said Meng Fanli, the provincial governor.

The move aims to build a promising land for investment and business, a paradise for innovation and entrepreneurship, and a happy home for a better life that is favored by entrepreneurs, scientists, investors, innovators, and residents in both urban and rural areas.

The Guangdong governor, also Party chief of the Shenzhen special economic zone, made the remarks at the Theme Conference of the 2025 Global Investment Promotion Conference for the Guangdong-Hong Kong-Macao Greater Bay Area in the Guangdong provincial capital on Monday afternoon.

He said the government will continue to deepen the development of a world-class business environment featuring marketization, rule of law, and internationalization to achieve the goal in the months to come.

China's Minister of Commerce Wang Wentao said in his video speech that the ministry supports the Guangdong-Hong Kong-Macao Greater Bay Area in expanding high-level opening-up, enhancing its development vitality, and supporting Hong Kong and Macao in consolidating and elevating their unique statuses and advantages.

Hong Kong Chief Executive John Lee Ka-chiu said, as a global hub of finance, shipping, and trade, Hong Kong boasts a sound legal system and an international business environment fully serving the needs of the GBA.

He said his SAR government would establish a dedicated task force to support mainland enterprises to go global, serving mainland companies to set up treasury centers and regional headquarters in Hong Kong, and partnering with them to explore international markets.

Macao SAR Chief Executive Sam Hou-fai said Macao would give full play to its advantages of connecting the mainland with the outside world and integrating Chinese and Western cultures, and actively cooperate with the Greater Bay Area in "going global and bringing in offshore investment".

Macao has obvious advantages in linking Portuguese-speaking countries, free trade, and the convention and exhibition industry.

Meanwhile, the SAR government is advancing the construction of the Guangdong-Macao In-Depth Zone in Hengqin to create an investment and business environment converging with that of Macao, and gradually building a new "Macao + Hengqin" industrial linkage development model, said Sam.

The event was jointly hosted by the governments of Guangdong, Hong Kong and Macao, and included policy promotion, on-the-spot investigation, and business talks.

It has become an important platform for Sino-foreign cooperation and for overseas companies to seek investment opportunities in GBA, which has become a leading hub in the country for openness and economic activity.
