Lights out for billboards leaving residents in dark

Large advertising billboards on overpasses, residential buildings and roofs that block light will be banned in Nanjing, capital city of Jiangsu province under a draft proposal, Yangzi Evening News reported on Wednesday.

The new Nanjing Outdoor Advertising Management Approach draft, which was unveiled to solicit public opinion on Wednesday, aims to protect residents' right to lighting, regulating that outdoor billboards on buildings should not shelter windows, prevent ventilation or affect daylight.

According to the draft, public buses displaying ads are forbidden from covering the windows, doors and route information because they may prevent passengers from identifying the correct bus.

Outdoor LED screens and other facilities displaying light will also banned to prevent noise and light pollution.

The draft says permission for outdoor billboards will be issued by the urban management department.
